I have the ASI071MC Pro. I experienced cooler problems when using SGPro and the same setup and drivers as Brent is reporting. I was seeing apparent cooling activity but crazy oscillations in reported temperature (at one point it was showing 83 degrees with the cooler running at 100%). My local dealer (Tring Astronomy Centre) checked it out using Sharpcap 3 where it also failed to cool. The camera was immediately replaced and the new one works fine with SGPro (and with Sharpcap 3). It seems Sharpcap 3 (which is free) is a good ‘tester’ for this camera.
