In a sequence with multiple targets, if a target after the first has a “delay between”, that target does not start until the delay happens. Shouldn’t the first image be taken before the delays take effect?

That’s not currently how it works, but you are probably right that it should. These settings, when first made were not per-target, but rather global and, because of this the delay between applied to everything after the sequence starts, regardless of target. Then, when we changed these settings to be per-target, what you suggest seems like the right way to interpret them now.
